Zoning and Permits

The City of St. Charles has a number of professionals who can help you with the zoning, permitting and licensing applications process. 

  • The Community Development Department can verify zoning, handle permitting and step you through the entire process from start to finish.  If you are a new business taking over an existing space or you are considering new construction, they will provide you with all the necessary information to acquire all your permits and licenses required to start your business. 
  • Before you select a location for your business, it is very important to verify the zoning classification of the property and to determine if the use is appropriate in that zoning district.   To verify zoning, or to discuss changes in zoning, please contact the Community Development Planning Division at (636) 949-3222.
  • The Planning Division may require a Pre-Design meeting to discuss your development such as building, fire and zoning requirements and address any concerns or issues up front before you start to plan.   If there are changes in the use or special conditions apply, you may have to get site approval by our Planning and Zoning Commission.  The Planning Division can help with this process, they can be reached at (636) 949-3222.

  • There are various forms and applications to guide applicants through the process of obtaining your business license.  These forms are kept in our Forms Library (click to access), which are available on the home page of the City's website.  

Business Licenses

The Finance Department handles licensing requirements, including Liquor Licenses.  They can be reached at (636) 949-3212 to help assess the required licensing.

Per City Ordinance, anyone doing business in the City of St. Charles must have a business license.  To apply for the business license you require, visit the Collections Office (on First Floor of City Hall) or contact (636) 949-3212.  

Below are the Items that are required to receive a business license:

  • Certificate of Occupancy (issued by the Department of Community Development)
  • Paid personal property tax receipt in business name from St. Charles County Collector (636) 949-7470; or a Personal Property Tax Waiver from the St. Charles County Assessor (636) 949-7423.  Both offices are located in the County Administration Building, 201 North Second Street (across North Second Street from City Hall).
  • State sales tax number, if required by the State, from the Missouri Department of Revenue:
